Lake County School Financing District Renewal Levy Information - Renewal Levy not a Tax Increase
October 10, 2024—Concord Twp, OH—The Lake County School Financing District Renewal Levy will appear on the November 5, 2024, General Election ballot. This is a renewal levy, not a tax increase.

The Lake County Financing District comprises the Madison, Painesville City, Perry, and
Riverside Local School Districts and the Educational Service Center of the Western Reserve is the taxing authority that collects and distributes the funds based on the agreed formula. The member districts created the financing district in 1990 to levy taxes to provide specific educational programs and services for districts that are part of the financing district. The funds are used for personnel, materials, supplies, and transportation for instruction in language arts, social studies, mathematics, fine and practical arts, health and physical education, science, and business education.

This is a five-year renewal of a 4.9-mill levy initially approved in 1990 and renewed in 1995, 2000, 2005, 2010, 2015, and 2020. The current effective rate for residential taxpayers is approximately 1.93 mills, costing a residential taxpayer roughly $59.02 per year per year per $100,000 of valuation.

24-25 Preschool Enrollment

24-25 Preschool Enrolment Is Now Open

Students must be fully toilet trained before they are able to start the preschool program. 

- Some exceptions are made for students on an Individualized Education Program (IEP).  


The Preschool Registration links can be found under the Preschool Online Links to the right, or on the Preschool Program page. 

You will complete the Registration packet on Dropbox. Once all required areas (*) are completed you will be able to submit the registration form. This will be sent directly to the administrative assistant. We place students on the roster on a first come first serve basis, once we receive ALL required paperwork, below are the required documents. 


Required Documents for Preschool:

- Parent ID (copy of original)

Birth Certificate (copy of original)

Custody Papers (if applicable)

Immunization Records (A record of your child’s immunizations MUST be in by the first day of school and must be current.)

Medical Statement (You have 30 days from your child’s start date to get the 

physical.) The medical statement is included in this packet and must be completed by your child’s physician. Please detach the last page of this enrollment packet and deliver it to your child’s physician.

Additional Records Required for Lake County: 
Proof of Residency (1 Proof for Fairport Preschool) 
Acceptable forms – Gas, Electric or Water Bill, Rental Agreement/ Purchase Agreement/Construction  Agreement, Notarized Letter from Homeowner. 

The cost of tuition can be paid in full or broken down into 9 monthly payments (September - May). All of our preschools also offer the Early Childhood Grant (ECE) that provides families that qualify with either free or reduced tuition. Information and on the ECE Grant is linked Here.   


Our preschool classrooms follow a majority of the School District's yearly calendar. We are a Gold star rated preschool program through the Ohio Department of Education and Workforce. Our Geauga County Preschool Programs have an integrated preschool model which means the classroom is made up of half typical/tuition-paying students and half special needs students. The classrooms have a lead intervention specialist preschool teacher and one to two educational aides.

Preschool/Early Childhood

The ESC of the Western Reserve provides high quality preschool to any child between the ages of 3-5 throughout both Lake and Geauga Counties. Our preschools are licensed by the Ohio Department of Education and follow a state approved curriculum that is aligned to the Ohio Early Childhood Content Standards. All of our staff are licensed by the Ohio Department of Education and the majority hold a Master's Degree. 
 
Children are curious about their world and full of wonder making preschool a crucial time of learning. Early childhood education fosters independence and creativity in all areas of learning so that young children may know the true joy of discovery. Through a prepared environment, preschool can offer a broad spectrum of experiences that spark the imagination of children and alert them to the vast possibilities that their world presents. Exploring together with other children provides an opportunity for children to understand their own needs as well as the needs of others.
 
Our goal is to prepare all children for Kindergarten and we do this by implementing all five developmental domains;
  • fine/gross motor
  • communicative
  • adaptive
  • cognitive
  • social/emotional
In addition to the five developmental domains, we realize the importance of children learning how to compromise, be respectful to others, and problem solve - preschool provides a place where your child can gain a sense of self, explore, play with peers and build confidence.
 
In order to meet every child's individual needs, we assess every child through a variety of methods including play-based, observation, and parent interviews/questionnaires. In some cases, children need further evaluations and may qualify for specialized services in the areas of occupational, speech/language, or physical therapy.
